The chief awkwardness I see in this proposal is that Sir P. Chater the other unoff. member of the Ex. C. is also not in the Leg. Council. However, the Gov. says there

is at present no unoff. M.L.C. whom he can recommend for the vacancy in the Ex. C., and it is clear from 6213/08 that Sir P. Chater is quite prepared to resign at any time and he is now getting quite an old man. This would make it easy to appoint a M.L.C. to succeed Sir P.C. as soon as there is a suitable unofficial in the Leg. C. In view of this conson I would let him have Mr. Sharp
